Autonomous districts and autonomous regions Sub-paragraph 1 of paragraph 1 declares that the tribal areas in the North Cachar Hills District, the Karbi Anglong District, the Bodoland Territorial Area District, the Khasi Hills District, the Jaintia Hills District, the Garo Hills District and Tripura Tribal Areas District shall be an autonomous district, subject to the provisions of paragraph 1. If there are different Scheduled Tribes in an autonomous district, sub-paragraph 2 permits the Governor to, by public notification, divide the area or areas inhabited by them into autonomous regions. The ''Sixth Schedule to the Constitution (Amendment) Act, 2003'' (Act No. 44 of 2003) exempts the Bodoland Territorial Area District, from sub-paragraph 2. Sub-paragraph 3 grants the Governor the power to, by public notification, include any area in or exclude any area from any of the Parts of the Table appended in paragraph 20, which defines tribal areas and autonomous district. The sub-paragraph also grants the Governor the power to create a new autonomous district, increase or diminish the area of any autonomous district, or unite two or more autonomous districts or parts thereof so as to form one autonomous district. These powers to create, alter the size or unite autonomous districts can only be exercised by the Governor, after the consideration of the report of a Commission appointed under sub-paragraph 1 of paragraph 14. The Governor also has the power to alter the name of any autonomous district, and to define the boundaries of any autonomous district.
